Building for Snow Load in Central Oregon: Decks, Roofs & Additions

If you have lived through a heavy High Desert winter in Bend, Sunriver, Sisters, or La Pine, you have seen firsthand what two to four feet of dense, freeze-thaw snowpack can do to an under-built deck, pergola, or roof overhang.

Unlike milder regions where a generic deck plan works across an entire metro area, Central Oregon's ground snow loads vary dramatically over just a few miles and a few hundred feet of elevation. A deck or addition framed for central Redmond or east Bend can be severely under-framed for westside Bend near Skyliners Road, Sisters, Sunriver, or La Pine.

How Deschutes County Determines Your Property's Snow Load

According to Deschutes County Building Codes Design Criteria, residential projects governed by the Oregon Residential Specialty Code (ORSC) use the interactive Oregon Design Criteria Hub to generate a site-specific summary report for your exact work site address. That report establishes:

  • Site-Specific Ground Snow Load (psf): Deschutes County's residential snow load map spans 36 psf, 45 psf, 50 psf, 55 psf, 250+ psf, and 450+ psf zones depending on elevation and location.

  • Frost Line Depth: Minimum 18 inches baseline in Deschutes County under ORSC Table R301.2(1), with site-specific frost depth and air freezing index verified via the Hub.

  • Weathering Potential: Classified as Severe across Deschutes County due to winter snowfall and extended freeze-thaw cycles.

  • Presumptive Soil Bearing Capacity: 1,500 psf (pounds per square foot) per Deschutes County Building Codes Design Criteria.

Why Snow Loads Vary Across Bend, Redmond, Sisters, Sunriver & La Pine

  • Redmond & East Bend (~3,000–3,600 ft): Generally sit in Deschutes County's baseline 36 psf ground snow load zone (25 psf minimum roof snow load below 4,000 ft), though wind drifting and roof valleys still require careful framing.

  • Westside Bend, Awbrey Butte & Skyliners Corridor (~3,700–4,400+ ft): Ground snow loads climb rapidly from 45 psf to 55+ psf and higher heading toward the Cascades, requiring larger beams and tighter joist spacing.

  • Sisters & Black Butte Ranch Area (~3,180–3,500+ ft): Cascade foothill precipitation pushes snow loads above east-county baselines, and new structures inside Sisters city limits or unincorporated county also require ORSC R327 wildfire hardening.

  • Sunriver & La Pine (4,160–4,230+ ft): Higher elevation snowpacks mean buildings and decks in La Pine and Sunriver commonly require roughly twice the snow load capacity of lower-elevation Bend and Redmond structures.

5 Critical Structural Details for High-Snow-Load Decks & Additions

  1. Ledger Board Attachment & Freeze-Thaw Flashing: The house-to-deck ledger connection is the #1 point of failure under heavy snow. We lag-screw or bolt ledgers directly into structural rim joists with lateral tension ties, backed by self-adhering membrane and metal Z-flashing so melting snowpack never rots your framing.

  2. Footings Below Frost Depth (1,500 psf Soil Bearing): We excavate all piers below the frost line onto undisturbed native soil and size concrete footing diameters for Deschutes County's 1,500 psf soil bearing standard plus your site-specific snow load.

  3. Engineered Beam Sizing & Post-to-Beam Hardware: Per Deschutes County plan rules, all headers and beams are calculated for the property-specific snow load, bearing directly atop 6x6+ posts with structural steel caps and elevated post bases.

  4. 12" to 16" On-Center Joist Spacing for Composite Decking: Composite and PVC decking boards flex more than 2x6 lumber under snow load and summer heat; tight joist spacing and mid-span blocking keep your deck solid underfoot.

  5. Roof-Dump Zones & Hot Tub Engineering: Decks sitting below pitched metal roofs or supporting a 5,000-pound hot tub require dedicated drop beams, extra footings, and stamped Oregon structural engineering.
